Keith Horton was born and raised in Albany, Georgia and is the only child of Arthur and Pat Horton. Keith accepted Christ at early age and was led to ministry from his passion of mentoring young boys and girls and serving and empowering those that are voiceless and discounted in our society. Keith has over 36 years of leadership experience in the military, state government, corporate and nonprofit arenas. He spent over 20 years on active duty in the Army and held various leadership positions throughout the world before retiring from his last duty station, The Pentagon, at the rank of Lieutenant Colonel in 2006.
Immediately following retirement, Keith began his assignment in the Division of Child Support Services for Georgia’s Department of Human Service (DHS) and served as the Director for over five years. In this capacity, he led the transformation of one of the lowest to one of the best performing child support agencies in the nation. In 2010 and 2012 respectively, through Keith’s leadership, Georgia’s Child Support division was awarded the Most Improved Child Support Agency in the nation and Most Outstanding Child Support Agency in the nation. In 2012, Keith was appointed by the Commissioner through the Governor’s office to stand up a new agency in state government which consisted of the transition of all vocational programs from one agency to a newly formed Georgia Vocational Rehabilitation Agency.
In July 2013, Keith was appointed by Governor Deal as the Commissioner of DHS. In this role, he had oversight responsibility for a $1.5 billion dollar budget with over 8,000 employees for the provision of human services (DFCS, Child Support, Aging Services) throughout Georgia. In his role, Keith established Georgia’s first statewide 24/7 call center for child welfare, established a ministerial alliance of churches across the state for child welfare and testified before legislators and provided content for child welfare and elder legislation. In July 2015, Keith transitioned from the Department of Human Services to his new role as Assistant Commissioner of the Department of Juvenile Justice and served over two years in this capacity.
In 2018, Keith joined First Data as a senior consultant and oversaw a team of experts that provided independent verification and validation of New York’s multibillion dollar Integration of Eligibility Systems and Programs. In 2019, Keith was selected to be the President and Chief Executive Officer of Christian City, a 500-acre campus consisting of a Children’s Village, Assisted Living Facility, Skilled Nursing Facility, and a Senior Adult Community of approximately 1,000 residents. In his role as President and CEO, he has increased the number of children and family programs by 40%, partnered with an organization to establish a residential program for neuro diverse individuals, acquired an additional 16 acres, led the effort to establish a $10M endowment and is engaged in building two senior residential communities with multiple and diverse amenities.
Keith earned his bachelor’s degree in Business Administration from Albany State College, a Master of Science Degree from South Carolina State University and a Doctorate in Education from Argosy University. Keith is a graduate of Clayton Leadership, Leadership Atlanta and a life member of Kappa Alpha Psi. He is an Associate Pastor at Cornerstone Fellowship Church in Fairburn and is the author of three published books. Keith is the Founder and President of two nonprofit organizations, Southern Crescent Veteran Services and Gateway Community Services and Programs. Keith currently serves as the vice-president for the Association of Christian Ministers of Clayton County. He is blessed to be married to his wife, Mary, and together they have four adult children and seven grandchildren.

Reverend Robert L. Burton, Doctoral Candidate of Jehovah Jireh Bible Institute of Higher Learning (JJBIHL), serves as the Senior Pastor of Greater Works Baptist Church, Inc., 3296 Walt Stephens Road, Jonesboro, Georgia 30236. Pastor Burton was born in Opelika, Alabama, and is the youngest boy of eight siblings. He accepted Christ when he was nine years old, not fully understanding that the Lord had set him aside for His Service in that he would someday be sent to preach the Gospel of Jesus Christ to all people. Early life experiences prepared him to minister the Word of God to all levels of people, but the Holy Ghost fixed his heart on reaching God's people through the unedited Word of God. His goal is to be obedient in carrying out God's Will. He graduated from Saint Leo University, holding a dual bachelor's degree: B.A. in Religion (Theology) and Business Administration (Management). Additionally, he has a four-year educational certificate in Theology from the Baptist International Bible Institute (BIBI). He holds a Master in Divinity (MDiv) from JJBIHL and is a Doctoral Candidate at Jehovah Jireh Bible Institute of Higher Learning (JJBIHL) – graduating in September 2024. He has over 43 years of federal service and experience in Office Administration and Operation. He served in the U.S. Army from 1975 to 1995 (US Army-Retired) and in the federal government (Department of Veterans Affairs (1996-2019). His hobbies include computer software/operation and meeting people.
He and his wife, Assistant Pastor Diane Rodriguez-Burton, also a Doctoral Candidate, have resided in Jonesboro, Georgia, for the past 30 years. Their son Khalid is a Major in the United States Army stationed at Fort Moore, Georgia, with his son Alexander and daughter Simone. Their daughter Krista holds a Master's in Nuclear Engineering from the University of Tennessee (The Vols) in 2014 and Nuclear Medicine as a Nuclear Physics from Georgia Tech in 2018. She is employed at Emory in Atlanta, Georgia.

Pastor Woodard and First Lady Pauline have been Married for 32 Years and have three Beautiful Children, Terrianna, Terry Jr, and Terris, and four grandchildren, Zaniah, Kyla, Terry III, and Terrick.
Pastor Terry Woodard founded Victory in Christ Ministries in 2015 and, led by the Lord, relocated the Church to Riverdale, Georgia, in June 2016. Immediately upon arriving in Riverdale, Pastor Woodard identified the need of those in the community that God called him to and began the Vision of H.O.P.E that God placed in his heart! This Vision of Hope stands for Help One Prosper Everyone!
Understanding that self-preservation is the first law of nature, The V.I.C. and all affiliated entities understand that if we meet the basic needs of Food, Clothing, School Supplies, Hair Cuts, and Braids for the first day of School, Affordable household and personal items and Paying for Mothers to have the ability to wash clothes. We help reduce theft, violence, and other crimes associated with hopelessness and financial hardships!
In the Last year alone, Pastor Terry, First Lady Woodard, The V.I.C. Family, and the H.O.P.E House Heros and Sheroes have served over 2 million pounds of food, given away over 1,800 full backpacks, clothed hundreds of families, washed hundreds of loads of clothes and saved the community hundreds of thousand dollars in retail cost at the Hope Outlet.
In conjunction with the Vision of Hope, Pastor Woodard, and the V.I.C. Family will continue with the overall vision of the Ministry, which is to meet God's Children where they are and love them to Victory!
